The ever-revolving door is still turning as Mayor Daley recommends Richard Rodriguez for President of the Chicago Transit Authority and promotes Rosemarie Andolino to the position of Aviation Commissioner. It was recently announced that Andolino will move up to Commissioner from Executive Director of the O'Hare Modernization Program (OMP), a position she held since 2003, and will continue to oversee in her new role. The OMP will be consolidated into the operations of the Department of Aviation, which will result in some cost savings and greater efficiencies. The OMP, under Andolino, completed its first runway project, the Runway 10/28 extension, 56 days ahead of schedule and $33 million under budget.

Richard Rodriguez has served as Aviation Commissioner and Commissioner of the Department of Buildings. While Commissioner of the Department of Buildings, Rodriguez integrated the functions of the Buildings Department with the Department of Construction and Permits, saving the City nearly $2 million. Richard streamlined the permit fee process and improved the inspection process as well as implementing the Green Permit Program.

Mayor Daley had positive words for both at a recent press conference: "Both of these individuals have proven themselves as strong creative managers in their previous assignments with the city. We need that skill and experience, especially in these challenging economic times."
